I think the Modern Hotel used to be a very nice hotel and has the bones of one but is slightly dilapidated now! The upside is that you get a huge room for your money, with lots of space, comfy beds and a desk. It's a decent location - not in the centre of Baku but not hard to get a taxi and there are still lots of restaurants around and some useful supermarkets.

We had accidentally broken the hand shower and were even prepared to pay for it. But the same day when we returned, it was replaced with a new one. No questions asked. No extra charges levied. The rooms were clean and spacious.
